HI, I believe so, i had it on my left foot, but there is no reason why it would not fit my right side.

Q: Does this have arch support?

It’s flat but you can use the small foam pieces to prop up your arch. Not sure how good it will be though

Q: I've had an op on my toe. Would this take pressure off?

It's open-fronted so, depending on the fit, there would be nothing over your toe, or just soft padding. All of my toes except the little toe stuck out the front. So it would basically be like wearing an open-toed sandal with a fairly soft footbed.
