Are these quite small? I need for an 11 year old with poor fine motor skills to practice the scissor action, would these scoop scissors be big enough

I would imagine they would be fine. They are the size of typical children scissors. If your little one can use those, then I think these should be fine.

Would these be suitable for 6 and 7 year olds? Or should i go for bigger ones?

Definitely no bigger as I purchased these for my2 to 5 year olds.

Would these be any good for fine motor activities for reception aged children? Such as picking up small beads and seeds?

I would say yes. I used to be a childminder and children aged 2 years and up used them for fine motor skill work on wiggly worms (pretend ones) and picking up small cereal shapes as well as beads, pasta etc.
