Does this work with any hdmi output video device as well?

If you're talking about connecting this to your hdmi output from your GPU, then yes it could. I'm doing that myself with my dual pc streaming setup. Connected from my graphics card to the elgato's hdmi in, and the elgato's hdmi out to my monitor's hdmi input. Flawlessly captures my 1080p monitor at 60 fps.

Will this work on the Switch lite?

No, the Nintendo Switch Lite is handheld only. The USB Type-C for it is only for external power output.
