Perhaps a misstatement in the product description. To explain actual usage, the USB output on most all micros is 5.0VDC. As an example, a Raspberry Pi USB will output 5.0 VDC hence the red pin will deliver 5.0 VDC on the USB/TTL converter to whatever you interface it to. The white/green logic level on Tx/Rx are converted within the chipset to 3.3VDC. So, the conversion is a part of the chipset and the product description refers to the step down on the TTL signal to 3.3 VDC (Tx/Rx). To my knowledge it is not a field programmable change.
