Which side goes into amp - with yellow marker or without?

For me with yellow sleeves connected to the turntable side i was getting noise (pulsing mid frequency and a high frequency buz) i moved the yellow sleeve to the amp side and now its dead quiet.

is the length 100% accurate? Is it 1.23m for the cable itself, or from the tip of one RCA connector to another?

Don't know, didn't measure it and didn't much care. It's a good interconnect.
