will this work with a raspberry Pi 400

Having plugged the adaptor into the mains socket try pressing the button at the bottom right of the monitor face to turn the monitor on. This button is marked by a broken circle with vertical line through the gap.

Is it suitable for cctv monitors ???

It can be used for CCTV dependant on the aspect ratio output, if the CCTV is 16:9, which it most likely is then this screen will 'squash' the picture as it's 4:3.

The screen just keeps beeping why?
