Does it work with android devices?

Yes I'm using it with a Samsung S6 no problems

Does it work without wifi?

Yes. However I returned mine as it did not work with an Asus windows 10 tablet.

does it appear as screen fit or just the same as on laptop

Depends on the settings of your TV or projector. It works as a HDMI cable, you can set it to double your display, or to extend it to a second screen. You can then set the second screen's resolution to the one that fits you the most, different from your laptop screen. Also, you can download the app from the windows app store, and fiddle around with the screen size to best fit to your display.

Can it be connected to a normal tv, or it has to be smart tv.?

Any TV with HDMI (so no smart tv needed). It needs to be connected to USB for its power supply.
