Q: Does iner alphabet move?

Yes. The bottom bigger ring has the alphabet on the perimeter. Interior to that are the "shift code" numbers. All but one of these numbers are hidden by the top ring, with it's alphabet on the perimeter as well. The top ring moves freely and spins. When choosing a shift code number you place it with the window over it, but there is nothing to lock the rings together. It can be a bit tricky to twist the device while holding it tight so it stays on the correct shift code number.
