Q: Is anyone using rechargeable batteries with this? How long is it flashing for you then, please? Thank you.

Rechargable batteries do not last as long as top quality alkaline's nor do they hold a charge as long. Plus, are you going to remember to recharge them often? Throw some Duracell's in and be done. Lithium if you want some Overkill. If the alkaline's wear out I've been in the water way to long.

Q: Does this meet the uscg 161.013 requirements for nighttime distress signal??

It is too small and weak to serve as the vessel nighttime distress light, it is really meant to locate an individual who has fallen overboard at night.
