i'm trying to max out my 'personal item', (Spirit 18x14x8in). will it ***fit under the seat? someone take a picture on the airplane plz

it won`t fit under the seat on an A-320 plane.

can i get it to count as a personal item, instead of a carry on?

If the airline is strict about personal item going under seat, then no. It will not fit under seat.
