Is this a variable overlay or just 1-3/8 as the description states above? the blum 38b is for the variable overlay, now i'm totally confused!

It is variable. The hinge can be mounted as far away from inside edge of opening. The minimum overlay though is 1 3/8”

How much weight can these hinges support? Total weight of a door they can hold?

These hinges are for cabinet doors only. They will not support much more than the standard weight of a kitchen cabinet.
