Will this be uncomfortable if it is touching skin? Should I get leather instead?

No you won't be uncomfortable if this belt touches skin. The nylon is heavy duty yet non-abrasive and breathable. The buckle is high density polymer that is hypo-allergenic.

can it be cut to be shortened vs a spec ops belt? thanks

The belt is two nylon webs glued together to stiffen it for a CCW.. There is a 4 inch or so strip of Velcro at the non buckle end. Cutting it there would shorten or remove the Velcro. Good luck.

I usually wear a 38 size pants with a holster in my waist band, what size would fit me best?

The usual rule is to add at least two inches to the belt size. You might consider a bit more if it is a big SOCOM or 1911 Gvt.

can the tan one be worn with ocps?

It's 1.5 inches so I'm guessing you can.

Description

[CONCEALED CARRY BELT FOR MEN (CCW / EDC)] Reinforced 2-ply nylon webbing supports IWB and OWB holsters without sagging, bending, or shifting under firearm weight. Built for CCW stability, not casual wear.
[LOW-PROFILE QUICK-RELEASE BUCKLE] Slim hybrid buckle sits flat against the waistband, ideal for appendix carry and concealed setups. Locks securely under load and releases instantly when needed.
[HEAVY-DUTY 1.5" NYLON - NO ROLLOVER, NO PRINT] Rigid, rip-resistant webbing maintains structure to prevent belt fold and holster printing. Engineered for load-bearing performance where standard belts fail.
[INFINITE ADJUSTABILITY - PRECISION EDC FIT] No holes, no fixed sizing. Slide-adjust to dial in exact fit around holsters, mag carriers, and gear for all-day comfort and control.
[BUILT FOR DAILY CARRY & HARD USE] Sweat-resistant, wipe-clean nylon handles range from sessions to field conditions and extended wear without breaking down or losing shape.

Wolf Tactical's 'Heavy Duty' EDC belts are crafted with 2-ply rugged, rip-resistant nylon webbing, stiffened to support IWB and OWB holsters without rolling over. A safe and reliable foundation for CCW, our belts are rigid and sturdy enough for your holster, mags, and pouches whether you’re at the range or carry every day. NO BEND, NO SAG. The Heavy Duty Simple EDC Belt features a super slim polymer buckle that gives our belt a sleek, low-profile look, and is perfect for AIWB appendix carry. Velcro hook and loop secures the running end to make sure your belt stays cinched and will never slip. No holes in the belt means you can fully adjust for a custom fit according to the firearm, gear, and accessories you’re carrying
