Can I buy 3 pairs all blue ?

I do not think so as they come in a pack of three in blue, black, and red.

I need +3.00 for my right eye and +2.5 for my left - if I buy 1 pack of each, how difficult, or easy, is it to switch the lenses in the frames myself?

I wouldn’t even try I think you would need special equipment to do that without breaking the frames. I only need +3 in one eye but they are only for magnification so cant do any harm to the other eye. I use only as spares for occasional use around the house or in my bag for reading menus etc. I have a pair of prescription reading glasses for prolonged use.
