Do the toys come apart so the inside can be cleaned/dried to prevent mold?

Yes, they open/come apart. They are also dishwasher safe!

Can the submarine be opened up to put other small toys in there?

The top part connected to the handle does open -- the opening is only a couple inches, but yes, small toys could be put inside!

What is the package? Is there One box for two boats? Or are they in separate packages?

Hello, Thank you for your question. The tug boat and submarine are not packaged. They are separate items without any packaging as shown in the image. Both toys will arrive in one shipping box.
