Have a try of Argos Monitor software. It's not free but it's fantastic when you get used to it. Gives you so much more control over fan speeds.

How do you control them?

If these are 4 Pin Connector, connecting to motherboard then Motherboard CMOS Bios will be able to control it. It is easy. If motherboard is very old then probably it won't have the 4 Pin connectors on it. The Box for the Fan will also have ARCTIC P14 PWM. PWM fans are controlable
